North Missouri Regional Training Complex Prepared by Fire Chief Tony Ralston North Missouri Regional Training Complex North Missouri Regional Training Complex When the comprehensive Regional Training Complex, including Defensive driving course, Propane course, (this would be the ONLY training complex with a propane course in the State of Missouri), Extrication course, Confined space course, Water shuttle course and indoor firing range is completed, the complex can be utilized by Fire, Law Enforcement, EMS, National Guard, Utility companies and corporate businesses. In addition, courses in Fire Science could be combined with the local community colleges curriculum. Training complex course breakdown is as follows:
The proposed training facility (four level training tower) would satisfy many training needs of the surrounding Emergency Services Personnel. Placing this facility in Trenton would centralized training for the 8 county area consisting of volunteer and career departments of Spickard, Laredo, Galt, Grundy County RFPD, Edinburgh-Leisure Lake-Brimson, Jamesport, Bethany, Princeton, Mercer County , City of Chillicothe Fire Department and City of Trenton Fire Department. To purchase and erect a four level training facility on city owned property to be utilized by the above listed fire service organizations would be an enhancement to the Regional Training Complex that is in the construction stage. The facility project will consist of a four level training tower that will have a second story burn room and a ground floor burn room with 1200 degree fire panels in each that can be lit, extinguished, then relit numerous times to train personnel in actual heat and smoke scenarios. The building will also have rings on the roof for rappelling practice and high angle rescue exercise capabilities, roof chop outs and window chop outs to practice venting procedures, side wall exhaust to remove smoke from structure, and fire escape with door to fourth interior deck for additional training and safety. We are a small rural community, as well as the others listed located in North Central Missouri. At present, to obtain training for the fire services, (State Certification or NFPA Compliance), individuals are sent to the University Fire Training in Columbia, MO (4 hrs) or Jefferson City, MO (5 hrs), driving one way. This takes personnel away from their respective departments, reducing staff for emergencies during travel and training time. Travel expenses and lodging are other cost factors for training out of the local area, in addition to, course fees. The City of Trenton and Galt volunteer fire departments have certified fire instructors on staff, Certification and NFPA compliant courses would be taught locally and save the cost of time and travel. The facility would allow departments to train together and their training would be standardized for mutual assistance purposes. Why Federal Funds: An endeavor of this magnitude is not possible to be completed at local level because of the economic decline being experienced at this time. The cities in the Midwest especially (small rural) are suffering by the lack of incoming revenues. Budgets are cut bare bone to supply needed services for the citizenry. |
